Go to Plugins -> Menu -> Add new
Search for upper menu
Install the plugin
Activate the plugin

Opt 2:

Download the plugin from https://downloads.wordpress.org/plugin/upper-menu.zip
Upload upper-menu directory to the /wp-content/plugins/ directory
Activate the plugin through the ‘Plugins’ menu in WordPress
