Extract wpms-site-maintenance.zip to the /wp-content/plugins/ directory.
Visit Network Admin > Plugins and activate the plugin Network wide.
Visit Network Admin > Settings > WPMS Sitedown and choose the site operational option and edit the maintenance message to your liking.
